This book explores the contradictions that emerge in international statebuilding efforts in war-torn societies.
Since the end of the Cold War, more than 20 major peace operations have been deployed to countries emerging from internal conflicts. This book argues that international efforts to construct effective, legitimate governmental structures in these countries are necessary but fraught with contradictions and vexing dilemmas.. Drawing on the latest scholarly research on postwar peace operations, the volume:
- addresses cutting-edge issues of statebuilding including coordination, local ownership, security, elections, constitution making, and delivery of development aid
- features contributions by leading and up-and-coming scholars
- provides empirical case studies including Afghanistan, Cambodia, Croatia, Kosovo, Liberia, Sierra Leone, South Africa, and others
- presents policy-relevant findings of use to students and policymakers alike
The Dilemmas of Statebuilding will be vital reading for students and scholars of international relations and political science. Bringing new insights to security studies, international development, and peace and conflict research, it will also interest a range of policy makers.

Review
'Roland Paris and Timothy Sisk have compiled the essential guide to understanding the inherent contradictions that lie at the heart of the statebuilding enterprise. Drawing on a range of contemporary cases the volume's contributors expertly dissect the dilemmas raised by the challenges of coordination, security, political economy, institutional design, and autonomy. Students, analysts or practitioners looking to reflect on the process of statebuilding will find no better place to start their enquiry.' - Paul D. Williams, Elliott School of International Affairs, George Washington University, USA
'Statebuilding is a primary challenge for the international relations, defence and development communities in our time. Peacebuilding turns out to be meaningless without state capacity, so often shattered utterly during civil (generally also regional) wars. This valuable volume draws on nearly twenty years of experience with peacebuilding during the post-Cold War era, through contributions of eminent scholars expert in this area and some exciting newer entrants into the field, in order to emphasize convincingly the central role of the state in supporting recovery from national collapse.' - David M. Malone, President, International Development Research Centre, Ottawa, Canada
'This is an extremely timely study that is bound to stimulate considerable interest among academics and practitioners alike.' - Dr. Necla Tschirgi , University of Ottawa, Canada

How to find better solutions? Clearly understand the dilemmas.
By Paul K.
Roland Paris's book "The Dilemmas of Statebuilding" takes a focused and clear look at the dilemmas that inevitably come up in statebuilding, and frankly in any type of development activity where outsiders are coming in to "help get things going." My sense is that with a fuller awareness of and respect for these dilemmas, any kind of international development activity can be more successful.
To give you a flavor for the key points of the book, here are the contradictions and dilemmas of statebuilding as laid out by Paris.
Contradictions
1. Outside intervention is used to foster self-government.
2. International control is required to establish local ownership.
3. Universal values are promoted as a remedy for local problems.
4. Statebuilding requires both a clean break with the past and a reaffirmation of history.
5. Short-term imperatives often conflict with longer-term objectives.
Dilemmas
1. Footprint dilemmas.
2. Duration dilemmas.
3. Participation dilemmas.
4. Dependency dilemmas.
5. Coherence Dilemmas.
Although the book is not a breezy read, it follows several rich case studies and as such the content is presented very much in context. I would recommend first reading the concluding chapter, "confronting the contradictions" and then picking out the case studies that most grab you. There are many important ideas in this book.

This is what is known (and has to be known) about post-war state building
By Aaron Villarruel
A state-of-the-art research on what the post-war phase implies for statebuilding. Not only this book covers the most relevant and challenging dimensions of the complexities ahead after armed conflicts, but also its contributors draw their insights upon a robust balance of theoretical rigour and empirical data.
Supported by peer reviews and top-quality seminars with well-known scholars and practitioners in both Oslo and Geneva, this book is a must to read for anyone interested in peace and conflict studies. Last but not least, its reading is friendly as well as exciting. Just check the table of contents for an idea. A remarkable endeavour from the editors and the authors.
