This dynamism has had limited effects in the electricity industry, and institutional change within the industry to adapt to these changes has been variable. Many states in the U.S. do not participate in open wholesale markets, and even more states have either no retail markets or have implemented such a restricted and politicized version of retail markets that potential retail market entrants still face substantial entry barriers. This book explores institutional design and regulatory policies in the US electricity industry that can adapt to unknown and changing conditions produced by economic, social, and technological change.

Whereas the dominant regulatory paradigm has traditionally been centralized economic and physical control based on natural monopoly theory and power systems engineering, the ideas presented and synthesized by Kiesling compose a different paradigm – decentralized economic and physical coordination through contracts, transactions, price signals, and integrated intertemporal wholesale and retail markets. Digital communication technology, and its increasing pervasiveness and affordability, make this decentralized coordination possible. Kiesling argues that with decentralized coordination, distributed agents themselves control part of the system, and in aggregate their actions produce order. Technology makes this order feasible, but the institutions, the rules governing the interaction of agents in the system, contribute substantially to whether or not order can emerge from this decentralized coordination process.

About the Author

Mahendra Lawoti is Associate Professor in the Department of Political Science at Western Michigan University, president of the Association for Nepal and Himalayan Studies, and an Associate Fellow of Asia Society. He has published widely on Nepali politics, in particular democratic state building in Nepal.

Anup Pahari received his PhD from the University of Wisconsin-Madison and has taught at Goucher College and Cathoic University. He has been an independent scholar/analyst since 1999, and he is currently is an independent consultant with the US State Department. He has contributed to books on the maoist insurgency and the Nepali conflict in English as well as in Nepali.

This book examines the Third Chinese Revolutionary Civil War of 1945–1949, which resulted in the victory of the Chinese Communist Party (CCP) over Chiang Kaishek and the Guomindang (GMD) and the founding of The People’s Republic of China in 1949. It provides a military and strategic history of how the CCP waged and ultimately won the war, the transformation its armed forces and how the Communist leadership interacted with each other.

Whereas most explanations of the CCP’s eventual victory focus on the Sino-Japanese War of 1937–45, when the revolution was supposedly won as a result of the communists’ invention of "peasant nationalism", this book shows that the outcome of the revolution was not a foregone conclusion in 1945. It explains how the eventual victory of the communists resulted from important strategic decisions taken on both sides, in particular the remarkable transformation of the communist army from an insurgent / guerrilla force into a conventional army. The book also explores how the hierarchy of The People’s Republic of China developed during the war. It shows how Mao’s power was based as much on his military acumen as his political thought, above all his role in formulating and implementing a successful military strategy in the war of 1945–49.

It also describes how other important figures, such as Lin Biao, Deng Xiaoping, Nie Rongzhen, Liu Shaoqi and Chen Yi, made their reputations during the conflict; and reveals the inner workings of the first political-military elite of the PRC. Overall, this book is an important resource for anyone seeking to understand the origins and early history of The People’s Republic of China, the Chinese Communist Party and the People’s Liberation Army.

This is a solid military analysis of the civil war, advancing a somewhat different interpretation from the common emphasis on Nationalist incompetence. He makes a good case that more attention should be paid to the strategic and tactical brilliance of Mao and his generals. The book is heavy going, however, for readers who lack a military background, and, although the maps are good, it is often difficult to follow the discussion unless one is very familiar with Chinese geography.

About the Author

Michael L. Mark is the author of several music education books in the area of music education history. He is retired from Towson University, where he was Dean of the Graduate School and professor of music. A member of the Music Educators Hall of Fame, he is a frequent speaker at universities and symposia.

Patrice Madura is a Professor of Music Education at the Indiana University Jacobs School of Music, where she teaches freshmen through to doctoral students. She is the author of Becoming a Choral Music Teacher, and Getting Started with Vocal Improvisation, and of articles in Teaching Music in the Urban Classroom, Journal of Research in Music Education, Bulletin of the Council for Research in Music Education, International Journal of Music Education, and many more publications.

Through a series of articles which have been published in leading journals, the editors have been involved in a systematic investigation into the nature and evolution of regional inequality in China for over a decade.

Based on empirical studies of Muslims in the US and Western Europe, this edited volume posits the situation of Muslim minorities in a broader reflection on the status of liberalism in Western foreign policies. It also explores the changes in immigration policies, multiculturalism and secularism that have been shaped by the new international context of the ‘war on terror’.
